So, is there some comfortable test to figure out whether something is encoded in hex vs say octal or some other arbitrary base?

To solve it you dont need Cyberchef, which is pretty neat but takes effort and understanding away. There are little terminal applications which do different convertions.
Tip: The code looks like it has a base of 16.
