Cool puzzle, could have figured it out with out comments, but would have taken a bit. If you want a hint, all I can say is that this is a fair puzzle that is played a lot.

I've read 6 sites with decipher rules and tried every online decoder i could find. I know Wheatstone like a brother now. But I can not find a rule for 4 chars in a row...

for double letters it will jump up one letter and to the left of one letter. so if you take the key from photo.png, the letter "DD" is "UU"
