well, if you use exiftool, u may not get all needed comments. Use https://cyber.meme.tips/jpdump instead. try to decode it by caesar. Notice that encoded data consist of some {, " (printable) so you have to caesar for all printable ASCII (32 -> 126)

oh...I found that I should not mention 32 -> 126 to soon because fake flag gave a hint. My bad.

Great puzzle. Is a good crypto/forensic hybrid. Should be a few more points. Took days for me to solve this. Turns out I was trying to decode the wrong thing... Comment from CdivINFx was helpful.
