I solved it using strings but, can this be solved by using binwalk then use hexeditor to fix the 'I Warned you.jpg'?

I learned a lot from this one. There should be an area with documentation for tools you can use and learn, in CTFLearn. Maybe there is and I don't know about it

Agreed. Never used binwalk before, though it looks like I should've.

For people who aren't on Linux and cant use binwalk to extract the files.
I suggest you try to open with an extract tool such as WinRaR, 7Zip, etc
